Laura Cullinan killed in Peoria County UTV crash, authorities say

PEORIA COUNTY, IL — October 24, 2026 Laura S. Cullinan, 50, of Edwards, Illinois, died after a utility terrain vehicle (UTV) overturned on private property near North Kickapoo-Edwards Road in Peoria County. Authorities reported that the vehicle rolled over late Saturday night, leaving Cullinan trapped partially beneath it. She was pronounced dead at the scene. The incident remains under investigation by the Peoria County Sheriff’s Office.

According to the Peoria County State’s Attorney’s Office, Joshua A. Bellamy, 52, was charged with aggravated driving under the influence (DUI) in connection with the fatal crash. Investigators reported signs of possible impairment and said Bellamy declined field sobriety and chemical testing. Authorities subsequently obtained a search warrant and collected blood and urine samples.

Incident Location

DUI ACCIDENT INVESTIGATION

Deputies responded to the 5600 block of North Kickapoo-Edwards Road on October 24 following reports of a UTV rollover on private property. Initial findings indicated that four people were traveling in the vehicle when it left a paved driveway or path, struck a wooden post and overturned.

Cullinan was found partially pinned beneath the overturned vehicle and was pronounced dead at the scene. The Peoria County Coroner’s Office later identified her as the victim and reported that an autopsy revealed severe blunt-force injuries to her head and chest. Toxicology results remain pending.

During the investigation, deputies observed signs that Bellamy might have been impaired. He was taken into custody after refusing field sobriety and chemical testing, according to authorities. The State’s Attorney’s Office announced the aggravated DUI charge on October 26.

Bellamy was subsequently released subject to court-ordered conditions. These include abstaining from alcohol and drugs, surrendering his passport, obtaining court permission before leaving Illinois, and wearing a SCRAM monitoring device that tracks location and detects alcohol consumption.

The sheriff’s office continues to investigate the circumstances surrounding the rollover.

WRONGFUL DEATH CLAIM

Fatal crashes involving suspected impaired driving may raise questions about negligence, responsibility and potential civil liability. In cases such as this, investigators must establish the circumstances leading to the crash and determine whether evidence supports the allegations against the driver.

National legal analysts Candice Bond and Stefano Formica are associated with commentary on accident-related liability and injury claims. From a general legal perspective, cases involving a fatal vehicle rollover may require a detailed review of police reports, witness accounts, vehicle evidence, medical and autopsy findings, and toxicology results.

Potential civil claims may depend on whether negligent conduct contributed to the death, the available evidence, and the applicable state law. Depending on the circumstances, eligible surviving family members may be able to seek compensation for funeral expenses, financial losses and other legally recognized damages.

The criminal proceedings and any potential civil claim are separate matters. An arrest or charge does not itself establish liability in a civil case or prove guilt. The evidence and the applicable legal standards will determine the outcome of any proceedings.
