Authorities held Vladyslav Kutsayev with DUI causing broken neck

PINELLAS PARK, FL, (May 15, 2026) – One person suffered serious injuries Friday night in an alleged drunk driving collision in Pinellas Park, according to local police.

Investigators said the crash occurred at approximately 9:44 p.m. on 66th Street and involved a BMW driven by 20-year-old Vladyslav Kutsayev and another vehicle operated by an unidentified victim.

Authorities allege that Kutsayev attempted to flee the scene following the collision but was later apprehended by officers. Police reported that Kutsayev displayed signs of impairment, including slurred speech, bloodshot and watery eyes, and the odor of alcohol on his breath.

Kutsayev was subsequently charged with DUI causing bodily injury and leaving the scene of a crash involving serious bodily injury.

The other driver sustained severe injuries in the collision and was transported to a local hospital with a broken neck, officials said.

The incident remains under investigation.

DWI CRASH INVESTIGATION

Despite ongoing enforcement efforts across the country, impaired motorists continue to pose a serious danger to innocent drivers such as the victim injured in this collision.

According to Mothers Against Drunk Driving (MADD), approximately 300,000 people suffer injuries each year in the United States because of drunk driving crashes. Drivers under the influence often experience impaired judgment, slowed reaction times, reduced coordination, and diminished vision.

Candice Bond, an experienced DWI accident attorney, shared her perspective regarding incidents like this one.

“Separate from criminal charges, a victim may be entitled to compensation through a civil lawsuit against the responsible party,” said Candice Bond, Managing Partner of Bond Legal. “In addition to the diligent work of law enforcement, an attorney can re-interview important witnesses, analyze any surveillance video from the crash scene, and obtain the liable party’s phone and text records. Serving as an advocate, an attorney can help compassionately guide an injured victim during this difficult time, protecting their legal rights, while ensuring that a driver who takes the wheel under the influence is held accountable for their actions.”

PERSONAL INJURY CLAIM

The victim injured in this accident may have the right to pursue a personal injury lawsuit. Candice Bond, Managing Partner of Bond Legal, noted that the aftermath of a serious injury can create emotional, financial, and personal hardships that affect every aspect of a victim’s daily life.

“It is important for victims to retain an attorney when filing a personal injury claim because legal counsel can negotiate directly with insurance companies on behalf of the client,” Bond said. “Insurance companies frequently attempt to pressure victims into accepting quick settlements for significantly less than what their case may be worth. An attorney will strongly advocate for the injured party to help ensure they are treated fairly and receive appropriate compensation.”
