Teen charged after Matthew Hayes killed in Galveston collision

GALVESTON, TX (April 19, 2026) – A 41-year-old Galveston man died Sunday after being struck in a hit-and-run crash involving an alleged reckless driver, authorities said.

According to the Galveston Police Department, Matthew Hayes was discovered with severe injuries in an alleyway between the 2200 block of Avenue J and Avenue K at approximately 6:44 p.m. Officers attempted life-saving measures before Hayes was transported to the University of Texas Medical Branch, where he later died.

Investigators determined Hayes was lying near the roadway when he was struck by a newer-model Ram pickup truck traveling eastbound through the alley. Witnesses also reported that the vehicle struck the corner of a building in the 1000 block of 23rd Street.

Police later located the suspect vehicle at the Galveston Ferry landing and arrested a 17-year-old driver. The teen faces charges of collision involving death and driving while intoxicated. The investigation remains ongoing.

FATAL HIT-AND-RUN INVESTIGATION

According to the Texas Department of Transportation, hit-and-run crashes killed 2,046 people and injured 18,742 others across the state in 2023. The National Highway Traffic Safety Administration reports that Texas leads the nation in fatal hit-and-run accidents, accounting for nearly 10% of all U.S. hit-and-run fatalities.

According to TxDOT crash data, hit-and-run crashes in Texas increased by roughly 12% between 2019 and 2023, with urban areas experiencing the highest rates. The AAA Foundation for Traffic Safety reports that around 70% of victims are pedestrians or cyclists, and most incidents occur between 6 p.m. and midnight.

Texas law enforcement agencies solve about 8% of hit-and-run cases, slightly below the national average of 10%, underscoring the difficulty of holding offenders accountable.

Candice Bond, an experienced hit-and-run accident attorney, emphasized that in incidents like this, a prompt and independent investigation by a seasoned attorney is critical to safeguarding a victim’s rights.

“Having the right resources is vital when investigating a hit-and-run case and establishing negligence,” said Bond, Managing Partner of Bond Legal. “Elements such as road conditions, visibility of signage, and lighting must be carefully reviewed. These steps are essential in helping families pursue justice and financial recovery after such a loss.”

WRONGFUL DEATH CLAIM

Pending the results of the investigation, the family of Matthew Hayes may be entitled to a wrongful death claim for funeral expenses, loss of companionship, pain and suffering, and emotional trauma.

Candice Bond, Managing Partner of Bond Legal, explained, “A wrongful death occurs when a negligent or reckless act results in the loss of life.”

“When fatal crashes are caused by unsafe behaviors such as speeding, impaired driving, or distraction, surviving family members often have the right to pursue a civil action against the responsible party.”
