Rome cyclist seriously hurt in DUI crash; driver Velta Rule charged

ROME, GA, (November 23, 2025) — A bicyclist was seriously injured Sunday in Rome after being struck by a vehicle driven by an alleged impaired motorist who fled the scene, police reported.

Authorities said the victim was riding along Highway 101 when the vehicle, driven by 56-year-old Velta Yvonne Rule, crossed over the white line and hit the bicyclist. The rider suffered significant injuries, including a broken hip, concussion, and a possible brain bleed.

Investigators said Rule fled following the crash. She was later located by police and found to be impaired at the time. Rule is charged with hit and run, serious injury by vehicle, DUI, and failure to maintain lane. The investigation is ongoing.

HIT-AND-RUN CRASH INVESTIGATION

In Georgia, deaths and injuries from DUI-related crashes have risen sharply, increasing by 33% between 2019 and 2022.

In 2022, alcohol impairment contributed to 22% of all fatal crashes, with impaired driving known to slow reaction time, hinder judgment, and weaken motor coordination—factors that can cause drivers to miss hazards such as other vehicles, pedestrians, and bicyclists.

Candice Bond, an experienced auto accident attorney, was interviewed and shared her perspective on incidents like this one.

“An attorney can gather the necessary evidence to demonstrate reckless driving, which often requires extensive resources,” said Bond, Managing Partner at Bond Legal and a national analyst for Accident Injury News. “Beyond law enforcement’s work, an attorney can re-interview key witnesses, review surveillance footage, and secure phone or text records of the at-fault driver. An attorney also helps guide injured victims with compassion and ensures that impaired drivers are held accountable for their actions.”

PERSONAL INJURY CLAIM

The bicyclist injured in this collision may have the right to pursue a personal injury claim. Stefano Formica, Of Counsel with Bond Legal, noted that the emotional and financial strain following a serious injury can significantly affect daily life, including work, family responsibilities, and long-term well-being.

“While no amount of compensation can undo the trauma of a severe injury, it is crucial for victims to understand their rights and what they may be legally entitled to,” Formica said. “The injured party may be eligible to file a claim seeking damages for medical expenses, future treatment needs, pain and suffering, and emotional distress.”
