JEFFERSON CITY, MO, (April 19, 2026) – A Missouri man is facing multiple felony charges after a bicycle crash on April 19 claimed the life of a 59-year-old cyclist, authorities said.
According to Jefferson City Police, officers responded to the 100 block of E. Dunklin Street following reports of a collision involving a GMC Sonoma pickup truck and an e-bicycle. Investigators determined that the truck struck Richard Robben while he was traveling along the roadway.
Robben sustained serious injuries and was transported to a hospital in Columbia, where he later succumbed to his injuries on Tuesday.
The driver of the truck, identified as 36-year-old Robert Roy Rackers Jr., was initially charged with driving while intoxicated. Following Robben’s death, Cole County prosecutors upgraded the charges to include involuntary manslaughter and driving while intoxicated causing the death of another. He also faces allegations of reckless driving and operating a vehicle without insurance.
Authorities stated that Rackers appeared to be under the influence of marijuana at the time of the crash. He remains in custody at the Cole County Jail.
The investigation into the fatal collision is ongoing.
