LPD: Raman Pantsialeyenka Fled After Killing Largo Skateboarder

LARGO, FL — June 6, 2026 — A St. Petersburg man was arrested Saturday night after allegedly striking and killing a man riding an electric skateboard on Seminole Boulevard in Largo and fleeing the scene, according to the Largo Police Department (LPD).

Officers identified the suspect as Raman Pantsialeyenka, 44, of St. Petersburg. According to police, at approximately 10:59 p.m., Pantsialeyenka was driving a northbound red 2024 Honda Accord on Seminole Boulevard when his vehicle struck the skateboarder just south of Eighth Avenue SE. Pantsialeyenka allegedly fled the scene without stopping. The victim was pronounced dead at the scene. His identity has not been released pending family notification.

Officers located Pantsialeyenka a short time later at a Wawa convenience store on Missouri Avenue, approximately 1.26 miles from the crash site. The Honda Accord sustained significant front-end damage and had a shattered windshield. A witness at the scene positively identified Pantsialeyenka as the driver. He initially denied any involvement in the crash but later admitted he fled the scene out of fear of being arrested for DUI.

Investigators observed multiple signs of impairment, including slurred speech, bloodshot eyes, poor balance, and a noticeable odor of alcohol. Pantsialeyenka failed field sobriety exercises and recorded breath alcohol concentration levels of 0.158 and 0.162 — nearly twice the legal limit of 0.08.

Pantsialeyenka was transported to the Pinellas County Jail where he was booked on charges of leaving the scene of a crash involving death and DUI with a blood alcohol concentration of 0.15 or higher. Authorities indicated that additional charges may follow as the investigation continues.

DUI ACCIDENT INVESTIGATION

Impaired drivers remain a serious and preventable danger to every person sharing the road, and their reckless decisions can shatter lives in an instant.

“Drunken and drugged drivers are subject to criminal charges following an accident or collision that causes harm or kills another person,” explained Candice Bond, Managing Partner at Bond Legal.

She further noted, “Separate from criminal charges, a victim’s family may be entitled to compensation through a civil lawsuit against the responsible party.”

The National Safety Council reports that 10 percent of all fatal automobile accidents in the United States are caused by drivers operating vehicles under the influence of alcohol, drugs, or other medications. These incidents rank as the second-leading cause of automobile fatalities in the country, claiming thousands of lives that could have been spared with responsible decision-making behind the wheel.

WRONGFUL DEATH CLAIM

Depending on the findings of the investigation, the family of the victim may have grounds to pursue a wrongful death claim. Surviving family members in wrongful death cases may be eligible to seek damages covering loss of companionship, pain and suffering, and emotional distress stemming from a tragic and catastrophic accident such as this.

“The stress and sorrow can be extremely overwhelming after losing a loved one in an accident,” said Stefano Formica, Of Counsel with Bond Legal.

“We recognize the immense weight that families must carry through situations like these, and ensuring their rights are fully protected is of critical importance. A wrongful death attorney will remain closely engaged with the progress of the official investigation and work diligently to safeguard their legal rights and best interests every step of the way,” Formica added.
