Martell Riley tragically killed in hit-and-run accident near Orangeburg

ORANGEBURG, South Carolina — A pedestrian tragically lost his life on June 16 in a hit-and-run accident on Belleville Road north of Orangeburg, South Carolina Highway Patrol officers reported.

First responders discovered Martell Riley’s body at approximately 5:40 a.m. The 37-year-old Orangeburg resident was found near Belleville Road and Pasture Lane, about five miles north of the city.

A vehicle struck Riley while he walked along the roadway. The driver fled the scene after the collision.

Authorities initially could not identify Riley at the scene. He carried no identification when the accident occurred. The Orangeburg County Coroner’s Office released his information publicly on June 17.

Investigators believe a Toyota or Lexus struck Riley and left the scene. The suspect vehicle likely sustained undercarriage and front-end damage.

The Highway Patrol continues searching for the vehicle and driver. Officers ask anyone with information to contact authorities.

FATAL ACCIDENT INVESTIGATION

South Carolina recorded 4,925 hit-and-run accidents with 13 fatalities in 2021, representing about 1.79 percent of all accidents, according to traffic safety statistics. This increase from 3,514 hit-and-run accidents in 2020 occurs within the context of South Carolina having the nation’s highest death rate per mile traveled at 1.85 deaths per 100 million miles.

Hit-and-run penalties range from misdemeanor convictions with fines up to $5,000 for minimal injuries to felony charges with fines up to $10,000 and potential jail time of 30 days to 10 years for severe injuries, according to state law.
