Marlon Collins killed in Ybor City crash, troopers report

TAMPA, FL, (November 8, 2025) – Authorities confirmed that a 54-year-old Bartow man, identified as Marlon Anthony Collins, was tragically killed early Saturday after being struck by a vehicle driven by a fleeing motorist in Tampa’s Ybor City.

The Florida Highway Patrol reported that a Toyota Camry, driven by 22-year-old Silas Sampson, was fleeing from an attempted police stop shortly before the collision. Troopers attempted to stop the vehicle with a PIT maneuver but called off the chase as Sampson entered the Ybor City area.

According to investigators, Sampson continued speeding east along 7th Avenue, struck a Mazda at the North 15th Street intersection, and veered onto the sidewalk, where the car crashed into several pedestrians, including Collins. He was pronounced dead at the scene.

Sampson was later taken into custody and booked into the Hillsborough County Jail on charges of vehicular homicide and fleeing to elude resulting in death.

Authorities said Sampson appeared intoxicated, with slurred speech, watery eyes, and an alcoholic odor on his breath, and he refused to provide a voluntary blood sample.

Investigators are examining whether law enforcement followed proper procedures during the pursuit. According to the National Highway Traffic Safety Administration (NHTSA), police chases caused 577 fatalities in 2022 — the highest number on record since data collection began.
