Howard Eby dies in Longview hit-and-run collision, police say

LONGVIEW, WA, (October 04, 2025) — The Longview Police Department is actively investigating a hit-and-run crash that tragically claimed the life of a pedestrian early Saturday morning.

Authorities said 33-year-old Shelby Toland, a Longview resident, struck Howard Eby at around 2 a.m. near 11th Avenue and Washington Way. Eby was transported to a nearby hospital, where he sadly succumbed to his injuries.

Police reported that Toland fled the scene and has not yet been located. Anyone with information about the suspect’s whereabouts is urged to contact (360) 442-5865.

The crash remains under investigation.

CRASH INVESTIGATION NEEDED

Leaving the scene of a collision is both a serious offense and a tragedy that denies victims and their families immediate help and accountability. According to the National Highway Traffic Safety Administration (NHTSA), hit-and-run crashes killed 2,872 people in 2023. Of 7,314 pedestrian deaths, 1,818 (25%) involved hit-and-runs, with 75% occurring in urban areas — a 32% increase since 2019.

“Having the proper resources is extremely important to investigate a pedestrian accident case and prove negligence,” said Candice Bond, Managing Partner of Bond Legal and a national legal analyst for Accident Injury News.

“Road conditions, signage visibility, and lighting are all potential contributing factors that must be thoroughly examined,” Bond added. “These steps are essential to ensure families who have lost a loved one can receive the justice they deserve.”

WRONGFUL DEATH CLAIM

Pending the outcome of the investigation, the family of Howard Eby may be entitled to pursue a wrongful death claim. Surviving family members may seek compensation for loss of companionship, pain and suffering, and emotional distress following such a tragic incident.

“The pain and sorrow can be overwhelming after losing someone in a preventable crash,” said Stefano Formica, Of Counsel at Bond Legal.

“A wrongful death attorney will remain updated on the investigation and help ensure the family’s rights and best interests are protected.”
