Charles Hall Dies in Midland Pedestrian Accident, DPS Confirms

MIDLAND, TX, (October 16, 2025) – The Texas Department of Public Safety is investigating a fatal pedestrian crash that occurred on Oct. 16.

Charles Hall, 69, of Austin, tragically died after being struck by a vehicle on Business 20 at County Road 1247 in Midland County at approximately 1:30 a.m.

According to DPS, a 30-year-old man from El Paso was driving a 2023 Ford Transit westbound in the left lane of Business 20 when he attempted to merge to the right and struck Hall, who was in the roadway. Hall was pronounced dead at the scene, and the driver was not injured. The crash remains under investigation.

PEDESTRIAN ACCIDENT INVESTIGATION

Pedestrian fatalities in the U.S. have grown faster than other traffic deaths, according to the Governors Highway Safety Association. Drivers distracted by smartphones or other factors contribute significantly to these incidents.

“Having the proper resources is extremely important to investigate a pedestrian accident case and prove negligence,” said Candice Bond, Managing Partner of Bond Legal and national analyst for Accident Injury News.

“It is always a driver’s duty to yield to any pedestrian. An independent investigation is crucial to protecting the rights of the victim’s family.”

WRONGFUL DEATH CLAIM

Pending the investigation, the family of Charles Hall may be entitled to a wrongful death claim.

“It is almost always a driver’s duty to yield to any pedestrian,” said Stefano Formica, Of Counsel at Bond Legal. “Family members of wrongful death victims may seek damages for loss of income and companionship, pain and suffering, funeral expenses, and emotional distress following a tragic or catastrophic accident.”

An attorney can guide families through the legal process while protecting their rights. “Insurance companies often try to pressure victims to accept a quick payout for far less than the case is worth,” Formica added. “An attorney will vigorously advocate to ensure the family is treated with respect and fairly compensated.”
