Billy Norris Fatally Struck in Aiken Work Zone Hit-and-Run

AIKEN, S.C. — June 26, 2026 — A 19-year-old contract utility worker was fatally struck in a hit-and-run crash early Friday morning while on the job in a work zone, police reported.

Billy Norris and a second worker were hit by a vehicle allegedly driven by Charles Blase Engasser at approximately 5:45 a.m. at the intersection of Rutland Drive and Northland Boulevard. Norris died as a result of the crash. The second victim, whose identity has not been released, was transported to Wellstar MCG Health as a trauma alert.

Engasser allegedly fled the scene following the collision but later turned himself in to authorities. He was charged with hit-and-run resulting in a fatality.
